Usually to shut someone down making specious claims in a meeting or something. It was always, "Yeah well, I got a speeding ticket **during** the Bosnian War, but I didn't get a speeding ticket **because** of the Bosnian War."

Usually got a lot of laughs and shut the other person down. I don't like belittling anyone, but sometimes little bits like that are required.
