Usually to shut someone down making specious claims in a meeting or something. It was always, "Yeah well, I got a speeding ticket **during** the Bosnian War, but I didn't get a speeding ticket **because** of the Bosnian War."

Usually got a lot of laughs and shut the other person down. I don't like belittling anyone, but sometimes little bits like that are required.

“A shutdown falls on the President’s lack of leadership. He can’t even control his own party and get people together in a room. A shutdown means the president is weak.” --DJT, 2013
