I mean really that's always the issue with BG checks/permits.....

What decides if you get one or not? So long as they are well done and it is a "Here are the objective criteria you must meet," then there really isn't an issue. I use driver licenses as an example. If you are of sufficient age, pass a standard test, you get to have one. You then get to keep it unless a court takes it away for a lawful reason, and does so with due process.

Problem is a lot of pro gun control folks don't want that, they want to push for may-issue stuff where authorities can say no and not give a reason. That is where abuse can, and does, happen. Like in some states with may-issue CCWs it means that basically everyone gets one unless there is some kind of red flag, it is almost like a shall issue. But in other places, like California, it means nobody gets one unless they are rich and/or politically connected.
