You may be thinking of conservative Paul Mannion with some of his "Rajesh Raj" stuff in S4 or so.

The ones that were on Malcolm's obviously Labor side of the house were all brilliant in their own clueless ways. Cliff Lawton's insolence in the first five minutes, Hugh Abbott's utter stupidity for a couple of seasons, and Nicola Murray. Last one's my favorite. One of the best comedic turns by a female lead ever. Had to be the blueprint for JLD's Veep.

Probably tied with the Office (Gervais) for my favorite comedy series ever. Both reward multiple watches.
