Syncplicity can do this sorta, a little more enterprisey, but isbasically dropbox/OneDrive.....

Doing it yourself and hosting the resource behind your company’s firewall is gonna require some hurdles I’d think you wouldn’t want to clear.

In my last company, we used Syncplicity. Local files stayed local to you for traveling, users chose what to sync, versioning prevented fuck ups, and the files were available via shared, instantiated/unique links.

I’m sure it’s not cheap, but DIYing this could be a real nightmare of VPN tunnels and so forth. OneDrive on the share target as mentioned below is probably your best bet... then everyone is using the same version of the file(s) and that version is accessible outside the network. Pretty sure OneDrive does unique links as well
