His background at PayPal and public interest in Bitcoin suggests that he had more to do with planning this than Zuck. Also the whole idea just seems like something that a doomsday-prepping techno-billionaire would propose.
I'm just spitballing here, but I can imagine that with Libra they're alpha-testing a cryptocurrency backed by Facebook itself, like a Bank of Zuck that would be the foundation of a sovereign economy. The next evolution of obscene wealth is individuals becoming nations... or something. That's pretty far-out but I wouldn't put it past the likes of those men.
