Stopping sound from propagating takes a fair bit of doing. How much depends on the frequencies you are concerned about and how much dampening you need. What you are looking at doing is having layers of materials of different properties. Each time the sound passes to a new layer, it gets attenuated more.

But just putting stuff on the walls, like you'd do for dampening reflections, won't do. You have to go and replace the drywall with stuff that deadens more, and put material in between the layers of drywall and so on.
