Kansas law prohibits militias but has a curious loophole.
Kan. Stat. Ann. § 48-203 provides that no independent military organization, except a corps of cadets at an educational institution, shall be permitted to bear arms without first securing permission of the governor as commander in chief.
I'm looking at other states and so far no mention of "cadets," but there are other loopholes that use vague language like "color guards," etc.
